North East Metropolitan District – HB25-1219 Notice

North East Metropolitan District is a Title 32 Special District that has been established for the purpose of financing and installing street, park and recreation, water, sanitation, transportation, mosquito control, and safety protection improvements of the District, and the provision of covenant enforcement, design review, and security services; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Service Plan for the District approved by Board of Trustees of the Town of Keenesburg, Colorado on September 2, 2025, as it may be amended from time to time (the “Service Plan”).

The Public Improvements and Services are for the use and benefit of the taxpayers of the Districts. The Districts are located in the Town of Keenesburg, Colorado.  The District is a quasi-municipal political subdivisions of the State of Colorado authorized to provide specialized services that the Town of Keenesburg does not provide.

The District may incur a maximum debt as it can reasonably expect to repay from legally available revenues.  Ad valorem property taxes, fees, special assessments and any other legally available revenues may be used to repay such debt.

The District may assess a maximum debt mill levy of sixty (60) mills to repay such debt.

The District must file an Annual Report to the Town of Keenesburg Town Clerk, Weld County Board of County Commissioners, the Division of Local Government, and the State Auditor.

The District boundaries overlap with the boundaries of the Town of Keenesburg, Weld County, School District RE3J Keenesburg, Central Colorado Water Conservancy District, Hudson Fire Protection District, AIMS Junior College, and High Plains Library District.
