2025 ANNUAL REPORT
NORTH EAST METROPOLITAN DISTRICT
Pursuant to Section VI of the Service Plan for North East Metropolitan District (the “District”) approved by the Board of Trustees of the Town of Keenesburg, Colorado (the “Town”) on September 2, 2025, and Section 32-1-207(3)(c), C.R.S., the District hereby submits its annual report for the year ending December 31, 2025:
1. Boundary changes made or proposed to the District’s boundary as of December 31 of the prior year.
The District was organized on November 21, 2025. No boundary changes were made or proposed during 2025.
2. Copies of the District’s rules and regulations, if any, as of December 31 of the prior year.
The District has not adopted any rules and regulations, but comply with State statutes regarding bidding, potential conflicts of interest and other governance matters.

3. A summary of any litigation which involves the Public Improvements as of December 31 of the prior year.
The District was not involved in any litigation in 2025.
4. Status of the District’s construction of the Public Improvements as of December 31 of the prior year.
The District did not construct any improvements during 2025.
5. A list of all facilities and improvements constructed by the District that have been dedicated to and accepted by the Town as of December 31 of the prior year.
The District did not convey or dedicate any facilities or improvements constructed by the District to the Town in 2025.
6. Notice of any uncured events of default by the District, which continue beyond a ninety (90) day period, under any Debt instrument.
To our knowledge, there are no uncured events of default by the District which continue beyond a ninety (90) day period.
7. Any inability of the District to pay its obligations as they come due, in accordance with the terms of such obligations, which continue beyond a ninety (90) day period.
To our knowledge, the District has been able to pay its obligations as they come due.
8. Any alteration or revision of the proposed schedule of Debt issuance set forth in the Financial Plan.
There have been no alterations or revisions of the proposed schedule of Debt issuance set forth in the Financial Plan.
9. Audit of the District’s financial statements, for the year ending December 31 of the previous year, prepared in accordance with generally accepted accounting principals or audit exemption, if applicable.

10. The assessed valuation of the District for the current year.
The 2025 assessed valuation of the District is $40,840.00
11. Current year budget.

12. Intergovernmental Agreements either entered into or proposed or terminated as of December 31 of the prior year.
